My AC quit right after a power outage.

That is common. A surge on the way back can take out the control board, the capacitor or the low voltage fuse, and sometimes the breaker or the outdoor disconnect simply needs resetting once. Check the breaker and the disconnect by the outdoor unit first. If it still will not start, stop resetting it and call us, because a system that keeps trying against a fault does more damage.

There is a sharp chemical smell near the outdoor unit.

Do not ignore that one. A sweet or sharp chemical smell around the unit can mean a refrigerant leak, and running a system low on charge is what burns up compressors. Shut it off and call us. If the smell is more like something electrical burning, turn it off at the breaker as well.

The thermostat says cooling but nothing happens outside.

That points at the low voltage side: a blown fuse on the control board, a tripped float switch in the drain line, a failed transformer, or a wire chewed through somewhere between the house and the unit. It can also be a thermostat that lost its settings. It is quick for us to trace, and it is not something to fix by flipping breakers.

The disconnect box outside looks burned. Is that serious?

Yes. Scorch marks, melted plastic or a burning smell at the disconnect mean a bad connection making heat, and that is a fire risk as much as a breakdown waiting to happen. Turn the system off at the breaker and leave it off. We check the wiring, the breaker and the disconnect together, because replacing one and leaving the other is how it happens twice.

I got to see everything before it was replaced in my attic. They were very thorough in explaining to me what needed to be done and why my house wasn’t holding cool air.
